The Court is the best place to determine which parent should make decisions about the children and which parent should have how much time.

A typical family law application in Alberta is allocated 20 minutes of the Court's time. The judges typically do not read the affidavit evidence, and rely instead on the oral argument. In 20 minutes or less, the Court decides the application and makes the decision affecting children's lives for years to come. I believe this is appropriate way to decide the fate of children.
